Four departments jointly issue agricultural disaster prevention and mitigation plan for flood season, striving for a bumper harvest of grain and agriculture

  Recently, the Ministry of Agriculture and Rural Affairs, in conjunction with the Ministry of Water Resources, the Ministry of Emergency Management, and the China Meteorological Administration, formulated and issued the "2025 Flood Season Scientific Disaster Prevention and Mitigation Plan for Achieving a Bumper Harvest of Grain and Agriculture" (hereinafter referred to as the "Plan"), guiding local areas to firmly grasp critical farming seasons, implement key technologies, effectively reduce disaster losses, and make every effort to fight disasters and achieve a bumper harvest. The Plan clearly defines five key tasks for agricultural disaster prevention and mitigation during the flood season, categorized by disaster type. First is flood and waterlogging prevention and drainage. This involves accelerating the repair and improvement of farmland ditches and canals, and the management of plain waterlogged areas; improving the reserves and emergency allocation of disaster prevention and mitigation materials and equipment; promptly draining standing water in fields; strengthening post-disaster field management; and promoting production recovery. Second is drought prevention and growth promotion. This includes optimizing water resource allocation, preparing for the repair and dredging of irrigation canals in advance, timely irrigation and soil moisture replenishment upon the occurrence of drought, promoting efficient water-saving irrigation technologies, and implementing agronomic soil moisture conservation measures. Third is high-temperature and heat damage prevention. This involves adhering to the principle of "temperature regulation through water and foliar fertilization," strengthening water management, adjusting the microclimate in the fields, buffering the impact of high temperatures, and timely application of foliar fertilizers to enhance plant resistance. Fourth is typhoon prevention and safety protection. This includes timely repair and reinforcement of fruit trees, greenhouses, pens, and aquaculture facilities; timely harvesting of mature crops; organizing fishing boats to return to port for shelter; and ensuring that personnel on aquaculture rafts come ashore. Fifth is disease and pest prevention and loss reduction. This involves increasing monitoring and early warning frequency; timely implementation of unified prevention and control and emergency prevention and control for major diseases and pests; and strict control of large-scale outbreaks and harm. The Plan requires strengthening inter-departmental coordination and cooperation, deepening the normalized cooperation and coordination mechanism among departments, and enhancing the initiative, pertinence, and innovation of the work. It also requires strengthening disaster prevention and emergency preparedness, ensuring the reserves and allocation of disaster relief materials, preparing emergency rescue equipment, and vigorously promoting the construction of high-standard farmland. Disaster monitoring and early warning should be strengthened, emergency duty should be strengthened, disaster situation dispatching should be intensified, and emergency responses should be initiated in a timely manner. Disaster reduction guidance and services should be strengthened, with experts going deep into the fields to assess the impact of disasters and conduct online and offline training and guidance.
